The second half of nineteenth century had witnessed the rapid development of urbanization with the deepening of industrialization, and social economy has made great progress. However, it had bad effects on the social life: the densely populated city environment had led to a serious public health problem, which arouse a wide reform. During this period, American city had undertaken a series of changes in environmental management as well as disease prevention and control, and public health had gone to the right track. At the same time, the government began to intervene public health services directly, and public had been better educated, which had great effect on city health service.
